Curtis works with a number of healthcare providers, from large healthcare systems and hospitals and mental health providers to individual medical providers such as speech pathologists. He assists providers in payment audits and billing issues as well as healthcare payment and delivery issues. His clients value his uncanny ability to resolve disputes and his innovative solutions to some of the most complex issues facing healthcare delivery models.
He is a leading expert in administrative rulemaking, government payment systems such as Medicaid, and issues involving mental healthcare. He works closely with industry organizations such as the North Carolina Hospital Association, the Developmental Disabilities Facilities Association and the N.C. Speech, Hearing & Language Association to meet clients’ needs. He has served as a Commissioner on the North Carolina Rules Review Commission. He is past chair of the Health Law and Administrative Law Sections of the North Carolina Bar Association.
With other provider representatives, he co-authored North Carolina’s Medicaid provider legislation, Chapter 108C of the North Carolina General Statutes. Additionally, he has partnered with agency staff in the development of multiple regulatory provisions affecting medical providers’ payment and delivery structures.
